Sunrise and Severely Cold Wind

Wind blows severely. This morning, it was so cold that pools of water are freezing on the way to Tama River. Please be mild...

It was rainy yesterday. The weather forecast said that it would be perfectly sunny so I believed that the sun would come up from the horizon. But in fact, a thick cloud was stretching along the horizon. Is there any sunrise/sunset forecast?
